Public records that can be traced, trusted and read by machines.

Government already produces laws, budgets, tenders, complaints and decisions. What it lacks is a common way to connect them. Pardarsh is open infrastructure for keeping public records with stable identities, a full history of who changed what, and links that show how one decision leads to the next.

The idea

Stable identity

Every record gets an ID that never changes, so a complaint, a project and a payment can point at each other for years.

Attributable history

Nothing is silently overwritten. Each change is an event with an author and a time, so the record shows how it got here.

Provenance

Claims carry their sources. You can see whether something came from a citizen, an official notice or a court order.

Typed relationships

Records connect through named links, such as addresses, funds or supersedes, forming a graph of public decisions.

Verifiable export

Any record can be exported with its full history as a bundle that anyone can check independently.

Not one big database

Institutions and communities keep their own records and share common concepts, so the system federates rather than centralises.

Application-agnostic building blocks for public records: the record model, identifiers, event history, provenance, typed graph relationships, validation, storage interfaces and verifiable export bundles. It knows nothing about any particular app, so anyone can build on it.

Loklekha लोकलेखा

The first app built on pardarsh-core: a public ledger of civic issues. Anyone can raise an issue, attach evidence, name the responsible body, and follow it through acknowledgement, decisions, actions and outcomes, with every step on the record.

In development

Loklekha depends on pardarsh-core; pardarsh-core never depends on Loklekha. That one-way line keeps the foundation reusable for other public-record apps.
